Some work must not happen twice at the same time. One deploy to production, one migration, one publish to a registry.

This module covers concurrency groups — the mechanism for serialising work across every build in an organisation — and draws the distinction that causes the most confusion in practice: a concurrency gate is not a capacity limit.
