Everything a platform engineer does in Buildkite sits on one hierarchy: a cluster groups queues, a queue groups agents, and a job runs on an agent in the queue the step asked for.

Get the topology wrong and every later decision — capacity, cost, isolation, who can run what — inherits the mistake. This module covers the model and the targeting syntax that connects a pipeline to it.
